Provided are a vertical shaft-type wind power generation device and a method of producing a blade, where, in the wind power generation device, the rotati on of blades can be stabilized and power generation efficiency can be increased by smoothing the rotation of the blades by the reduction of their weight and other means. Further provided are a structure and method of producing a wind wheel for a power generation device. The wind wheel can be easily installed on the upper part of a building. A wind power generation plant for wind protection is also provided. The plant is used for wind protection using vertical shaft-type wind power generation devices and wind wheels that are arranged along a coastline.
