When an urgent communication or the like is caused, it is possible to handle the urgent communication or the like with a higher priority by a simple and effective method. There is provided a communication system in which at emergency, a base station (100) and a mobile station (200a) establish an urgent communication. The mobile station (200a) switches the output adjustme nt from the normal mode to the emergency mode and transmits an urgent communication with an output as large as possible. The base station (100) receives the strong radio wave from the mobile station (200a) which has transmitted the urgent communication. The base station (100) continues to output a suppression signal to make the other mobile stations suppress a signal strength. The other mobile stations are suppressed by the perspective effect and the base station (100) cannot receive communications other than t he urgent communication. Only the mobile station (200a) which has transmitted t he urgent communication establishes a communication path with the base station (100). After the establishment, the mobile station (200a) which has transmitted the urgent communication performs communication according to the normal communication procedure.
