PROBLEM TO BE SOLVED: To provide a MPEG moving picture reproducing device which can obtain a special reproducing process function for executing reproduction from an arbitrary intermediate seeking position in a stream in an incorporated device, by an arithmetic unit of a low-speed cycle operation and with a small memory capacity. SOLUTION: In the moving picture reproducing device which decodes moving picture data at each frame, and synchronously outputs the decoded moving picture data based on time information given to each frame, and it counts up the number of frames from a first frame up to a second frame. The first frame is given the time information which appears first toward the positive direction of a time axis from a predetermined intermediate seeking position in the stream. The second frame appears first after a key frame which is not given the time information that appears first toward the positive direction of the time axis from the intermediate seeking position.
