PROBLEM TO BE SOLVED: To provide a heat insulating material and an external heat insulating method using a composite heat insulating material formed by laminating an inorganic or organic heat insulating material and a surface material, and fixing it as a roofing material of external heat insulating structure to a building skeleton to provide excellent heat insulating performance. SOLUTION: A surface material such as a heat resistant plate is stuck to either inner or outer surface of a compression-molded heat insulating layer, and the other surface is made a connected surface to the building skeleton, to form the composite heat insulating material. The heat insulating material is fastened to the building skeleton by a bolt and a nut through a fastening hole passing through the whole layer of the heat insulating material.
