PROBLEM TO BE SOLVED: To provide a cleaning device with which sufficient cleaning can be performed, as a matter of course, and even when so-called "globular toner" is used, the occurrence of a blade squeak or a blade turning-up or the like in the cleaning blade can be prevented, suitable intrusion quantity can be set and furthermore, the drive torque of a member to be cleaned can be prevented from becoming excessive and the occurrence of the blade squeak under a high temperature high humidity environment can be prevented. SOLUTION: The cleaning blade is constituted by laminating materials having different characteristics in a form of multiple layers along the thickness direction. The material constituting a layer on a cleaning edge side which comes into contact with the member to be cleaned in the cleaning blade consists of urethane resin with a high degree of hardness.
