PROBLEM TO BE SOLVED: To prevent the increase in the size of a reel body while keeping the dimensional accuracy and the insulation performance. SOLUTION: A spool controlling unit 42 is placed on the reel body of a double-bearing reel and has a circuit board 70, a plurality of electric parts and an insulation film 90. The circuit board is a board having a printed circuit 72 at least on the surface. The plurality of the electric parts contain a microcomputer 59 controlling the fishing reel by a control program and are placed on the circuit board in a manner to be electrically connected to the printed circuit 72. The insulation film 90 made of a synthetic resin is formed by a hot-melt molding method to pour a resin material into a mold 101 containing the circuit board having mounted the electric parts and covers at least a part of the surface having the printed circuit of the circuit board together with the electric parts.
