PROBLEM TO BE SOLVED: To provide a hand-held device such as camera provided with a development apparatus and a development method which prevents the movable range of a development component (lens barrel etc.) from being directly restrained by a moving range of a slider etc. SOLUTION: A drive unit 116 is arranged in the main body. The drive unit 116 is pivotable from a first end angular position to a second end angular position through first and second ranges of intermediate angular position. An actuator attached to the main body pivots the drive unit 116 from the first end angular position to the second end angular position by performing a stroke operation forward manually. A drive over-center mechanism allows the drive unit 116 to make a force to pivot from the second range of intermediate angular position toward the second end angular position.
