PROBLEM TO BE SOLVED: To efficiently remove fluorine and/or phosphorus by using a metal salt. SOLUTION: Original water is introduced into a calcium reacting tank 18 and reacted with calcium. The original water reacted with calcium is introduced into a metal reacting tank 10, an insolubilizing agent is added to the reacting tank 10 and the original water is mixed with the insolubilizing agent so that a metal compound is reacted with fluorine or phosphorus to obtain an insolubilized material. The obtained insolubilized material is made coarse in a flocculation tank 12. The coarse insolubilized material is settled and separated in a settling tank 14. The insolubilized material precipitated in the tank 14 is subjected to alkali treatment and then acid treatment. The acid-treated insolubilized material is returned to the reacting tank 18.
