PROBLEM TO BE SOLVED: To provide a method and an apparatus for forming an image by which the reproducibility of small dots and thin lines can be improved and the picture quality can be improved. SOLUTION: In the process of forming an image by exposing an image forming material to a plurality of light beams, the method includes steps of: setting a first light quantity level and a second light quantity level higher than the first quantity level, controlling the pixel recording time of the pixel signal to record the pixels for forming an image on the image forming material, and generating a first signal to drive the first light quantity level based on the pixel signal; and generating a second signal to drive the second light quantity level based on the pixel signal. The pixel recording time of the pixel signal is controlled in accordance with the combination of the first signal and the second signal. The pixel is recorded in the image forming material by exposing with light beams in the first quantity level and the second quantity level by the combination of the first signal and the second signal.
