PROBLEM TO BE SOLVED: To obtain a conductive roll in which displacement of a surface layer from a foamed roll is prevented without increasing the entire length of the conductive roll and an electric characteristic is satisfactory. SOLUTION: The area where an insulation adhesive S with great adhesive force is applied is made equal to or smaller than a half of the total of the bonding area of the foamed layer 42 and the bonding area of a rubber tube 44. Namely, the non-bonding area where the insulation adhesive S is not applied is made equal to or larger than a half of the total of the bonding areas of the foamed layer 42 and the rubber tube 44. Thereby a voltage applied to a shaft 40 is conducted to the non-bonding area and further to the area where the adhesive S is applied, so that charges are supplied to the entire rubber tube 44. This ensures the conductivity of an electrifying roll 16Y. In addition, since the bonding area of the foamed layer 42 and rubber tube 44 is sufficiently obtained, the foamed layer 42 and the rubber tube 44 are firmly bonded and fixed together.
