PURPOSE: A packet scheduling method is provided to improve the quality of a streaming data service and schedule packets with reference to channel environment and a reception-side buffer size. CONSTITUTION: A server classifies image data strings into a motion portion packet and a texture portion packet, and provides priority of the packets according to temporal scheduling(401). The server determines a certain threshold value of the priority with reference to channel situation and a buffer state of a terminal(403). The server forms a sub-stream using packets having priority which is less than the threshold value in image data groups(405). The sever successively transmits packets in the formed sub-stream to the terminal(407).
