<P>PROBLEM TO BE SOLVED: To prevent unauthorized utilization other than primary utilization purposes of a radio communication apparatus. <P>SOLUTION: When a user makes a contract for using at least one radio communication system with a common carrier providing a plurality of radio communication systems, the management information of the user is recorded in an IC card 2 corresponding to the plurality of radio communication systems. When the user utilizes the radio communication apparatus 1 connectible to the plurality of radio communication systems, the presence of the IC card 2 is indispensable for the user.
