PROBLEM TO BE SOLVED: To perform characteristic selection of a reflection semiconductor optical amplifier used in a product without using fiber connection. SOLUTION: By respectively measuring optical output intensities from both end faces of the reflection semiconductor optical amplifiers 11a-11n, estimating the gains of the reflection semiconductor optical amplifiers 11a-11n on the basis of the ratio of the optical output intensities and discriminating whether or not the estimated gain is within a stipulated range, the reflection semiconductor optical amplifiers 11a-11n are selected.
