PROBLEM TO BE SOLVED: To provide a concrete laying construction method for a slope face, which enables construction without a welded wire mesh, which can follow even great deformation of natural ground etc., which suppresses cracking by exerting sufficient strength even in the case of a small spraying thickness, and which does not cause a problem associated with beauty, by finely dispersing cracks even if the crack occurs. SOLUTION: A crack-dispersed type short-fiber-reinforced cement composite material, which exhibits a tensile strain of 1% or more in a tension test of a hardened body with an age of twenty-eight days, that is, a high-toughness fiber-reinforced cement composite material (high-toughness FRP material), wherein PVA short fibers satisfying prescribed conditions are blended into a prescribed blending matrix at three-dimensional or two-dimensional random in a blending quantity of >1 vol.% and≤3 vol.%, is applied to the target slope face in a thickness of 10-50 mm.
