PROBLEM TO BE SOLVED: To develop a method for forming a weather resistant layer without causing environmental problems, further without reducing rust prevention effect as for a fire resistant, sound absorption or heat insulation coating material by the alkalinity thereof, and without peeling the fireproofing material by the melting of a rust preventive in case of a fire. SOLUTION: The stage where, using an electrolyte-containing aqueous solution capable of generating rust on the surface of steel at the time when the surface of the steel is wetted with the solution, the surface of the steel is wetted, thereafter, the surface of the steel is dried, subsequently, the steel is held to a gas atmosphere having a relative humidity of≥70% and simultaneously containing oxygen to generate rust on the surface of the steel, and thereafter, rust which is not stuck to the surface of the steel is removed as one cycle, the cycle is repeated for two or more times.
