A receiver (2) receives data transmitted from a transmitter. The received data is stored in an H-ARQ buffer (36), so that a mean value of the absolute values of the data is determined by a mean value operating section (32). An H-ARQ combining /judging section (34) compares the mean value (MO) of the existing data stored in the H-ARQ buffer (36) with the mean value (M1) of the retransmitted data under a predetermined condition to judge the degree of reliability. When the reliability exceeds a predetermined value, the existing data and the retransmitted data are combined by a combiner (37) and then an error, if any, is corrected by an error correction decoding section (39) to output a decoded bit. When there are many errors, the data is requested to be retransmitted. When the reliability is lower than a predetermined value, data is requested to be immediately retransmitted without combining the existing data and the retransmitted data.
