<p><P>PROBLEM TO BE SOLVED: To firmly fix a plate-like member such as an external enclosing plate and a solar cell module panel onto a gutter by using a simple constitution, and to prevent a leak in a roof. <P>SOLUTION: In this external enclosure, a back-up material 4 is arranged on an inclined supporting surface of a substrate material 2, and a plurality of grooves 6, which are elongated along the flowing direction of rainwater, are formed in parallel with one another. The gutter 8, wherein a protrusion 8d with a hollow part 26 is formed, is fitted and arranged in each of the grooves 6. The gutter 8 is fixed to the side of the substrate material 2 by means of a screw 12; a cross arm brace 18 is arranged in the state of abutting on side parts of the paired external enclosing plates 14 on a placement part 8e of the protrusion 8d; and a screw 22, which is inserted into the brace 18, is screwed into a screw hole 24 of the placement part 8e.
