PROBLEM TO BE SOLVED: To provide a vinyl chloride-based resin composition insulating material suitable for an electric wire coating material for a transparent electric wire having excellent colorability, copper pollution resistance, heat stability and electric insulation. SOLUTION: This vinyl chloride-based resin composition is featured by blending, (a) at least one kind of a hydrotalcite compound or a zeolite compound of 0.001-10 pts. wt. ; (b) at least one kind of an organic carboxylic acid zinc of 0.001-10 pts. wt. ; and (c) at least one kind of benzotriazole compound expressed in general formula (1) (where R<SB>1</SB>, R<SB>2</SB>, R<SB>3</SB>and R<SB>4</SB>are individually a hydrogen atom, a halogen atom, a hydroxyl group, a nitro group, carboxyl group, an alkyl group, an alkoxy carbonyl group or an alkanoyl amino group, respectively), and (d) at least one kind of a phenol-based antioxidant of 0.001-10 pts. wt. into 100 pts. wt. of the vinyl chloride-based resin.
