PROBLEM TO BE SOLVED: To manage users in each parking space within a parking lot. SOLUTION: This system, for managing ingress and egress in each of the parking spaces 13-1 to 8 in a parking lot 12, comprises a parking restriction means 14 provided in each of the parking spaces 13-1 to 8; a drive control means 19 which drives and controls the parking restriction means 14 to a state in which it inhibits parking or to a state in which it permits parking; and a center control means 21 which sends to the drive control means 19 a parking permission signal for causing the parking restriction means 14 to permit parking according to requests from on-vehicle devices 18, 44 provided in vehicles C1, C2 that desire to use the parking spaces 13-1 to 8 or from a cellular phone 17.
