PROBLEM TO BE SOLVED: To provide an organic coagulant in which a reduction in a COD concentration and a removal of a coloring component, in a waste are possible, and a polymer coagulant enabling a coarsening of floc and showing a strong floc strength, in which a reduction in water content of a dehydrated cake is possible. SOLUTION: The organic coagulant characterized by comprising a quarternary ammonium salt (a) indicated by general formula (1): R<SP>1</SP>R<SP>2</SP>R<SP>3</SP>R<SP>4</SP>N<SP>+</SP>-X<SP>-</SP>(wherein R<SP>1</SP>and R<SP>2</SP>are each the same or different 1-30C hydrocarbon group, R<SP>3</SP>is a 1-30C hydrocarbon group, R<SP>4</SP>is an 8-30C aliphatic hydrocarbon group, or a 3-33 fatty acid amide alkyl group, and X<SP>-</SP>is an anion of halogen, sulfuric acid ester, sulfonic acid, phosphoric acid ester or phosphonic acid), and the polymer coagulant (C) composed of a specific quarternary ammonium salt (a) and a water soluble polymer (b) are used.
