PROBLEM TO BE SOLVED: To provide a transport management system for guiding concrete to an appropriate concrete-placing location.

SOLUTION: The transport management system 10 comprises a position acquisition section 101 for acquiring position information for specifying the position of unit concrete; a route state acquisition section 102 for acquiring route state information for indicating each state of a plurality of transport routes; an order information generation section 103 for generating each order information of a plurality of transport routes according to the route state information when the unit concrete reaches a specific region; a route specifying section 104 for specifying the transport route for transporting the unit concrete according to the calculated order information; and a transmission instruction section 105 for outputting an instruction signal for instructing the transporting means for transporting the unit concrete to send the unit concrete to the transport route specified by the route specifying section 104.
