PROBLEM TO BE SOLVED: To reduce processes needed to embed a code in image data and decode it. SOLUTION: Provided are a block division part 101 which divides source image data IO into a plurality of blocks (M×N), an averaging part 103 which extracts respective mean densities (feature quantity) of the plurality of blocks, and an encoding part 106 which embeds a code C (a plurality of bits) in the plurality of blocks while making one code (one bit of the code C) correspond to each pair of blocks among the plurality of blocks according to large/small relation among the mean densities.
