PROBLEM TO BE SOLVED: To provide a sealing rubber 4 which effectively restrains peeling of an electrode line from a substrate and transformation of the substrate, even if inside pressure of a capacitor is increased and the sealing rubber 4 is transformed. SOLUTION: The sealing rubber 4 is fixed to a housing so as to close the opening of a capacitor housing and has holes 5 which are penetrated with the electrode lines. Protrusions 21 which are brought into closely contact with a partner attaching member such as the substrate when packaging is performed are arranged on an exterior end surface 4a of the sealing rubber 4. The protrusion 21 is made a shape wherein a portion which is in an outer peripheral side from the hole 5 is protruded outside as compared with a portion which is in an inner peripheral side from the hole 5 in the exterior end surface 4a. As a result, when the capacitor is packaged, the portion of the outer peripheral side is closely in contact with the substrate, and a room to absorb swelling of the sealing rubber is formed in the portion of the inner peripheral side when the opening sealing rubber swells in the shape of a paunch.
