PROBLEM TO BE SOLVED: To reduce manufacturing cost; to facilitate assembling work; and to reduce the number of part items. SOLUTION: First and second valve members 25 and 30 are interposed between a diaphragm holder 15 and a cover body 35 besides a diaphragm 18. The first valve member 25 is formed of a rubber-like flexible elastic material, and a delivery side valve hole 26 and a suction side valve element 28 are integrally arranged. The second valve member 30 is formed of a rubber-like elastic material, and a suction side valve hole 33 and a delivery side valve element 32 are integrally arranged.
