PROBLEM TO BE SOLVED: To suppress occurrence of erosion due to cavitation by suppressing the generation of cavitation. SOLUTION: The rudder device and the vessel comprise a rudder horn 1 fixed to a hull and having a bearing at a lower end, a rudder plate 2 to be combined with the rudder horn, and a rudder shaft 3 inserted through the rudder plate and the bearing of the rudder horn in the vertical direction for turning the rudder plate. In a clearance between a rear end face positioned at the upper part of the bearing in the rudder horn and a front end face of the rudder plate facing to the rear end face, a water flow restricting sheet 31 for inhibiting the water from flowing in the horizontal direction through the clearance is provided.
