It is intended to provide a vector by which the transfer of an enhancer or promoter sequence and activation of a plant gene can be relatively easily and efficiently carried out and a method therefor. Namely, a plant gene activation vector comprising an expression cassette that has (1) a hairy root-inducing gene and (2) an enhancer and/or a promoter capable of acting in a plant and is substantially free from any terminator capable of acting in a plant downstream thereof.
