PROBLEM TO BE SOLVED: To provide a secondary battery semipermanently usable without degrading a storage capacity or an electromotive force. SOLUTION: This secondary battery comprises a negative electrode, a positive electrode and an ion conductor. By adding a radioactive substance added to the ion conductor, radioactive rays are emitted to ions and a deposit in the ion conductor to excite valence electrons of the ions and bonded electrons in the deposit; thus the chemical reaction activity of the ions and the deposit is enhanced to restrain the growth or the excessive growth of a deposit crystal; and thereby the degradation of the storage capacity and the electromotive force caused by the repetition of charge and discharge is prevented.
