PROBLEM TO BE SOLVED: To provide a control device which can perform a variable control of the spinning speed of a rolled web accurately in accordance with decrease of the diameter of the rolled web without affecting various kinds of detection accuracy largely. SOLUTION: The rolled web 28 is rotated with a first servomotor SM1. A transmitting impulse wave from a first encoder E1 of the first servomotor SM1 is input into a control means. A transmission pulse from a fourth encoder E4 of a contact roller 42 which rotates in contact with the periphery of the rolled web 28 is input into the control means. A standard signal transmitting means to the rotation of a virtual paying-out roller 52, 52 to pay out a belt-like film 20 at a targeted film transmitting speed is provided in the control means. The control means gives a paying out ratio K obtained based on transmission pulse number of the first and fourth encoder E1, E4 to the pulse transmitted from the standard signal transmitting means to execute a control of accelerating the speed of the first servomotor SM1 in accordance with the diameter of the rolled web 28 which decreases with consumption of the film.
