PROBLEM TO BE SOLVED: To achieve networking by the independent decentralized control of each communication station, without providing a centralized control station. SOLUTION: Each communication station sends a beacon signal out, signifies its intention of reception and reports offset time information, etc. To the communication station, a transmission priority zone is given following a beacon position, and data transmission and reception are performed utilizing this zone. A time or timing for sending a beacon out is determined by considering application information such as a buffer size, transmission throughput, etc. which each communication station has, and topology between communication stations, when a new communication station enters a network, and simultaneously a priority transmission time allocated to the communication station is made variable.
