PROBLEM TO BE SOLVED: To provide a data distribution system capable of receiving photographed image data and sound data by using broadcast waves without accessing the Internet by using a TV receiver which widely spreads in general homes, browsing and appreciating them by a simple operation and to provide a device and a method therefor. SOLUTION: The image data received from a user terminal 10 via a communication network 14 data are converted into broadcast type data, and the converted broadcast type data are transmitted to a TV receiver 26 provided with an apparatus ID by using the broadcast waves.
