PROBLEM TO BE SOLVED: To establish a telephone line in which a conventional telephone network and the Internet coexist and which can reduces charges for communication to the utmost and maintain communication quality as high as possible. SOLUTION: When there is no trouble on a path on the Internet between a 1st exchange accommodating origination-side telephone sets and a 2nd exchange accommodating termination-side telephone sets, the 1st and 2nd exchanges are connected through the path on the Internet, but when there is trouble on a path on the Internet between the 1st and 2nd exchanges, a path which does not include the troubled spot is provided on the Internet between the 1st exchange and a 3rd exchange, and a path on a telephone network is provided between the 3rd exchange and 2nd exchange to connect the 1st and 2nd exchanges to each other through the path which does not include the troubled spot and through the path on the telephone network.
