PROBLEM TO BE SOLVED: To provide a controller and shutter controller which do not require enormous experiment and simulation and are reduced in a development period and development cost. SOLUTION: The controller has detecting means 28, 29 and 30 which detect the operating state of a control object 5, a memory means 9 which memorizes the difference between the operating state obtained by the means 28, 29 and 30 and the target operating state as error information, an arithmetic means 6 which determines the control information for controlling the operation of the control object 5 from the error information, and a control means 6 which controls the operation of the control object 5 based on the control information. The arithmetic means 6 determines the control information in such a manner that the dispersion of the fresh error information based on the control information is prevented from being made greater than the dispersion of the past error information.
