PROBLEM TO BE SOLVED: To restrain variations in operating sound of an oxidizing agent gas supply device when the operation to increase the amount of power generation of a fuel cell is not performed.

SOLUTION: An oxidizing agent gas density calculator 55 calculates an oxidizing agent gas density on the basis of the outputs of an intake gas temperature detecting means 51 and an atmospheric pressure detecting means 53. An oxidizing agent gas volume flow rate calculator 59 calculates a basic request oxidizing agent gas flow rate on the basis of the required amount of power generation. A correction factor calculator 57 calculates a correction value of the request oxidizing agent gas volume flow rate on the basis of an estimation of the oxidizing agent gas density. A request oxidizing agent gas flow rate calculator 61 calculates the request oxidizing agent gas volume flow rate with which an oxidizing agent gas supply means 65 should supply the fuel cell from the basic request oxidizing agent gas volume flow rate and the correction value of the request oxidizing agent gas volume flow rate. A request oxidizing agent gas flow change limiting part 63 limits the change per unit time of the request oxidizing agent gas volume flow rate.
