<p><P>PROBLEM TO BE SOLVED: To provide an inexpensive and compact controller that purposes to achieve power savings for a household appliance by checking whether or not somebody is present, sending an optical code signal after an appropriate period of time if no one is present during the operation of the appliance so as to automatically shut off the power of the appliance, and by sending an optical code signal after an appropriate period of time to automatically power on the appliance again when someone comes back home. <P>SOLUTION: A wide-angle lens for obtaining indoor images covering a wide range is used to sample the images into a two-dimensional image pickup elements. Image information converted into a digital amount after preprocessing is subjected to theoretical computation, a differentiating process and a pattern recognition process by an image processing part to check whether or not a human body is present. A signal pattern for shutting off/inputting power to the household appliance is stored in an optical signal storage part and a light emitting element and a control part thereof are mounted therein.
