<P>PROBLEM TO BE SOLVED: To provide a method for creating an electronic seal with a bit arrangement where the print of the seal is 1 and the background 0, with their combination varied and distributed to the user for discrimination, and provide a method for managing it and a method for using it. <P>SOLUTION: In order for N users to use the electronic seal of basic characters formed of M bits, N codes are allocated to the N users and a print code of M-n bits that lacks n bits is allocated to a code N-1; a print code of M-n bits which lack n bits in at least one different position from the code N-1 is allocated to a code N-2 to create and manage the electronic seal. Also, the positions of the lacking bits are converted into a character string.
