<p><P>PROBLEM TO BE SOLVED: To make changeable a packet relay algorithm during the operation, to make manageable and executable many programs for packet operations different in every application. <P>SOLUTION: This network relay device is provided with a management part 6 of packet operation programs 4-1 to 4-n, a starting part 7 of the packet operation programs and a filter execution environment part 3 which calls the packet operation programs, and executes packet operation processing by referring to a management table 5 and starting the packet operation programs 4-1 to 4-n by the starting part 7 whenever packets are received. The packet operation programs perform filtering processing, relay processing of the packets and registration of the packets to a server at a remote place, etc. by analyzing the packets.
