PROBLEM TO BE SOLVED: To obtain a wireless base station capable of reducing the probability of collision between requests to send control information between mobile stations while keeping equality in load between common control channels. SOLUTION: A wireless base station apparatus 1 of the present invention accommodates a plurality of mobile station devices and allocates a specified number of communication channels to the respective mobile station devices, and is equipped with a spread code allocation parts 14 which allocates the specified number of communication channels selected on the basis of degrees of congestion of the respective communication channels (use rate, number of registered mobile stations, and selection impossibility rate) when communication channels are allocated to a mobile station device to newly be accommodated.
