An against-network type game is realized regardless of the game type. Each of the terminal devices A, B, C receives individual data from a center server (100) and judges whether to become a master terminal in the first game progress unit according to the master decision rule. In this example, the terminal device A becomes the first master terminal. After the first master terminal is decided, a game is started by making the terminal device A the master and terminal devices B, C clients (#1, #2). When the first game progress unit terminates, the master terminal A decides the next master terminal. The terminal device A transmits the next master terminal specification such as a switching report describing an IP address to the terminal devices B, C (#3). Furthermore, the terminal device A transmits game data required for continuation of the game to the next master device, i.e., to the terminal device B (#4) in this example.
