In one aspect, the invention provides a lesson construction method comprising: providing data to define a virtual traffic area; providing data to define at least one virtual vehicle in the traffic area; providing data to define a display representing movement of said at least one virtual vehicle in the virtual traffic area; providing at least one control data input receptor for receiving traffic control commands; providing at least one instructional data input receptor for receiving instructional explanatory data relating to at least one of traffic movement and input traffic control commands; providing a simulation system for calculating movements of said at least one vehicle taking into account input traffic control commands; providing a recordal system for recording the instructional data and data defining the vehicle movements; and wherein construction of the lesson includes: (a) input of at least one traffic control command and at least one item of instructional data; (b) operation of the simulation system; and (c) repetition of steps (a) and (b) to build a lesson providing a traffic control scenario annotated with instructional data.
