A signal waveform deterioration compensator can increase the waveform deterioration detection range and is compatible with the multi-bit rate. An NRZ optical signal having a deteriorated waveform and input from an input fiber (101) is input to a waveform dispersion compensator (or a polarization dispersion compensator) (102) and compensated. On the other hand, a photo-detector (106) receives a part of the output light and asynchronously samples the reception waveform intensity by a sampling circuit (A/D converter) (107). A control circuit (103) calculates the N-dimensional even moment (N is not smaller than 4) from the frequency distribution of the waveform amplitude obtained and performs control so as to minimize this value.
