PROBLEM TO BE SOLVED: To simplify configurations of mutually connected terminal devices and to reduce the load of processing to be performed. SOLUTION: A control part 13 acquires a detection result from a voltage detection part 15 (S10 and S20) when a frame is stored in a reception buffer. Next, the control part 13 discriminates whether a battery voltage is in a low-voltage state or not by the detection result and refers to a contents table according to the discrimination result to acquire contents of transmission control (S30 to S50). Then preliminarily set transmission performance processing is started(S60), and the frame is transferred to a pertinent port in the case that a port number of a communication I/F part 11 is set as contents of transmission control set to contents tables 131 and 133, but the frame is immediately abandoned in the case that "abandonment" is set as contents of transmission control.
