PROBLEM TO BE SOLVED: To solve the following problem: when toner and a carrier are made smaller in particle diameter in order to upgrade the image quality of an image, carrier adhesion and packing of the carrier in a developing nip are liable to occur. SOLUTION: The relation among magnetic attraction on a developer carrier, magnetic attraction distribution, development bias, charge potential of an image region, charge potential of a non-image region, etc., is set at a proper value.
