PROBLEM TO BE SOLVED: To provide an information recording/reproducing device capable of performing highly accurate synchronous recording by stably generating a recording clock during transition from information reproducing to recording. SOLUTION: This device is provided with a push-pull signal generating means for generating a push-pull signal not subjected to sample holding and a push-pull signal subjected to sample holding, a sample holding circuit for subjecting the push-pull signal to sample holding, a recording clock generating means for generating a recording clock synchronized with a wobbling signal based on the push-pull signal subjected to sample holding during recording and based on the push-pull signal not subjected to sample holding during reproducing, and a phase adjusting means for adjusting the phases of the push-pull signal not subjected to sample holding and the push-pull signal subjected to sample holding.
