PROBLEM TO BE SOLVED: To clear an environmental quality standard of waste incineration, to provide simple and easily handled structure capable of feeding a waste into a combustion chamber of a waste incinerator under the condition where the waste is blocked from outside air, and to solve disadvantages that a fine-powdery waste such as sawdust is difficult to be fed from a side face, in conventional waste feed, and that it is easy to fall off therein. SOLUTION: This outside air-blocked feeder attached to a waste feed wall is constituted of a feeder main body, a feed lid side waste feeding port provided to open an upper face of the main body, a feed lid for closing the feeding port, a waste storage chamber for storing temporarily the waste in an inside of the main body, an interlock lever interlocked with the storage chamber, a waste sealing door for sealing the feeding port, a moving lever for opening and closing the sealing door, and a lock mechanism for locking the opening and closing of the sealing door.
