PROBLEM TO BE SOLVED: To provide a powder-containing cosmetic which can reduce a tacky touch caused by sebum and can efficiently give a dry touch to the skin, to provide a cosmetic substrate for uniformly coating the powder-containing cosmetic on the skin, and to provide a high quality sheet-like cosmetic which is free from fuzzing and fuzz falling, when used for wiping the skin, and does not irritate the skin. SOLUTION: This powder-containing cosmetic is characterized by containing at least powder having an oil absorption of 50 to 200 mL/100g and an average particle diameter of 1 to 80μm. The substrate which is used for cosmetic and in which a skin-contacting layer is disposed on at least one side of a support layer is characterized in that the support layer is formed from a nonwoven fabric having a basis weight of 5 to 50 g/m<SP>2</SP>and that the skin-contacting layer contains a web comprising split fibers and hydrophilic fibers in a mass ratio (split fibers/hydrophilic fibers) of 5/5 to 5/95.
