PROBLEM TO BE SOLVED: To provide a valve action metallic sintered body for a positive electrode of a solid electrolytic capacitor which has high capacity, and impregnating ability of a cathode agent, and gives superior physical properties, when the volume is enlarged, and the solid electrolytic capacitor which has low ESR and proper tanδproperty, and keeps high reliability for a long period. SOLUTION: The method has: a process which applies, prints and fabricates a dispersion solution comprising at least one kind of primary powder chosen from a valve action metal, a valve action metallic compound and a valve action metallic alloy, secondary aggregated powder, or those granulated powder, a pore forming agent, an organic binder, and the solvent, or a process which compresses and fabricates a mixed and granulated material obtained by eliminating the solvent of the dispersion solution; a process which sinters the forming body, and forms a sintered body comprising the pore forming agent; and a process which eliminates the pore-forming agent contained in the sintered body.
