PROBLEM TO BE SOLVED: To safely and efficiently cut a tubular structure contaminated with radioactivity discharged from a nuclear power station or the like under water to demolish it. SOLUTION: A underwater demolishing device is provided with a rotary table 14 for supporting detachably a lower end of the tubular structure under the water, an intermediate support body 16 for supporting an intermediate part rotatably, an upper end pressor body 8 for pressing an upper end, a rotary driving part 6 for rotation-driving the tubular structure, and an end mill cutting unit 7. An end mill bite 9 provided in the end mill cutting unit 7 is provided to be movable along a vertical direction and a horizontal direction, and the tubular structure 3 is cut circumferentially and axially by the end mill bite 9.
