PROBLEM TO BE SOLVED: To provide a production mechanism for cleaning water, which does not drain wastewater in large quantities. SOLUTION: The production mechanism is equipped with an electrolytic passage 3 for causing a supplied electrolytic aqueous solution to generate active oxygen, so as to obtain cleaning water that will have an effect of an oxidative degradation of the active oxygen on substances to be cleaned. Furthermore, at least a part of wastewater that is generated by cleaning the substances to be cleaned with cleaning water is supplied again to the electrolytic passage 3 so as to be electrolyzed to generate active oxygen, whereby the wastewater is regenerated into cleaning water.
