PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing an optical fiber, by which it becomes possible to impart spin for eliminating PMD (polarization mode dispersion) to the optical fiber without coating distortion. SOLUTION: The optical fiber manufacturing method using spin is characterized by including a step for melting one end of an optical fiber preform 120 and drawing the optical fiber 130, a step for coating the optical fiber with a coater 140, a step for spinning the optical fiber with a first wheel 160 in a first direction, and a step for eliminating a distortion state of the coating of the optical fiber by spinning the optical fiber with a second wheel 170 in a second direction different from the first direction.
