PROBLEM TO BE SOLVED: To easily and rapidly control the traveling speed of construction machinery. SOLUTION: When a target engine rotational speed set with a throttle knob 22 is below a specified speed, signals are not outputted from a controller 21 to the solenoid 18 of an electromagnetic valve 17 and a mode is switched to a low speed traveling mode in which a hydraulic motor 15 is held at a large inclination angle. When the target engine rotational speed exceeds the specified speed, the mode is switched to a high speed traveling mode by outputting signals from the controller 21 to the solenoid 18 of the electromagnetic valve 17 to change the inclination angle of the hydraulic motor 15 to a smaller one.
